2009 Hunter Protocol for Conway Robinson State Forest Hunt
- Hunters will be selected using a lottery system (application deadline is 3 p.m., October 7th).
- 17 hunters and 20 alternates will be selected. The selected hunters will be used for all four hunting days. Each alternate hunter will also have the opportunity to hunt on all four days.
- All participants must acquire all necessary licenses and permits as regulated by State law.
- All participants must purchase a State Forest Use Permit.
- Hunting will consist of four days only: November 16th, November 17th and December 7th and December 14th.
- No dogs permitted.
- All hunting must be conducted using a portable tree stand provided by the hunter.
- Stands must be self-climbing, or free-standing ladder type. Tree stands must be a minimum of 10-15 feet high in trees. No intrusions are to be made into selected climbing trees (i.e. No screw-in tree steps, or permanent stands are to be constructed).
- Stands are to be removed at the end of each day.
- Safety harness must be used at all times.
- Firearms must be unloaded while entering, exiting or climbing with stand.
- Stands must be located within 50 yards of stake (see map).
- Cutting or removal of vegetation in the State Forest is prohibited.
- All participants must qualify their guns and certify themselves using the following criteria by October 30, 2009:
- Certify on a range and limit gun use to shotguns only. 20 gauge or larger and #1 or larger buckshot (20 gauge may use #2 buckshot, or #3 buckshot).
- Certification will consist of firing from an off-hand position, one shot at a 14” square target at 25 yards, with a passing score of at least 3 pellets for 000, 4 for 00 or 0, 5 for #1, 6 for #2 and 7 for #3. Each hunter will be allowed 2 attempts per weapon. Weapons and ammo may be added to the certification card any time before the hunt. Only weapons and ammunition qualified with and listed on the certification card may be used or possessed during the hunt. No permit will be issued to any person not certifying on an approved range.

- Participants are required to wear blaze orange as required in State Law.
- Participants are required to attend a pre-hunt orientation and safety meeting at the City of Manassas Public Utilities Building at 8500 Public Works Dr., Manassas, VA, 20110 on November 2, 2009, at 6:30 pm – 8 p.m.
- All participants are required to check in and out at the designated area on the days of the hunt. Check-in time for November 16th and 17th is 5:15 a.m. Check-in time for December 7th and 14th is 5:45 a.m. Selected hunters that are not present by 20 minutes after check-in time will be considered as an “alternate” and will be allowed entrance only as space becomes available. Check-out times are 2 p.m. each afternoon.
- Scouting of the area is allowed during normal operating hours until 3 days before designated hunt days. No weapons are to be carried during scouting.
- Firearms are permitted on the Forest only on the designated days of the hunt.
- White-tailed deer is the only legal species to be hunted. There are no limits on the number of antlerless deer that can be taken on the day of the hunt. Any antlered deer taken must have a minimum of 5 points on one side. If a hunter takes a buck not meeting the above criteria, that individual’s hunting privilege will be revoked for the remainder of the season, the antlers will be confiscated and the individual will be disqualified from future deer management programs for a minimum of two years.
- Deer are to be field dressed by the hunter prior to being taken to the check station. Further processessing is not permitted before delivering the deer to the check station. Entrails are to be buried or covered by forest litter. Field dressing is not permitted within 35 yards of any trail or road.
- Hunting is not permitted within 100 yards of any property boundary.
- Discharge of weapons is not permitted along roads, along gas line right of way, across roads or gas line right of way or within 100 yards of parking area and pavilion.
- Weapons must be unloaded and cased or broken down except when in designated hunting area.
