You'll love our seedlings!

About VDOF Nurseries

The Virginia Department of Forestry has been growing seedlings for Virginia landowners for more than 90 years. We offer a variety of pine and spruce species, such as Eastern white pine and loblolly pine, as well as dozens of hardwood varieties used to establish timber stands, pulpwood crops, Christmas tree plantations, wildlife habitats, stream bank stabilization, urban forests, biodiversity and improvement of watersheds. Pine and hardwood seed is sown and seedlings are visually inspected, harvested, hand-graded, labeled and packaged for delivery. Many of our hardwood species are grown from acorns and seeds collected by volunteers and donated to our nurseries. Virginia-grown seed generally produces trees that will grow well in our state. Portions of the land and the physical facilities at the nurseries are used to educate and inform the public and for research by state and private universities. Established nature trails provide an excellent outdoor learning opportunity for school groups to supplement the science curriculum and for kids to study nature.

Tax-Exempt Ordering

Tax-exempt orders must be placed by mail and must submit a completed sales tax exemption (i.e. ST-18; blank sales tax exemption forms can be found at tax. Virginia.gov) with the order and payment.

Is Tax-Exempt

To assist landowners in determining if state sales tax is required for their purchased seedlings, the following is offered as a guideline only. The landowner/purchaser is accountable for their decision.

  • Seedlings purchased for use in a commercial operation where the landowner intends to produce a product for sale or resale are tax exempt. This would include any seedlings purchased for a reforestation project where the landowner intends to grow and harvest the trees at maturity, seedlings purchased for establishing Christmas tree farms and seedlings purchased by private nurseries for resale.
  • If purchasing organization has tax-exempt status due to their type of organization (i.e. government agency, public school, etc.), the purchase may be tax exempt due to their organization type. These organizations will have a tax-exempt number (i.e. 000#######).

Is Not Tax-Exempt

  • Seedlings purchased for planting in a yard, as a buffer, to enhance wildlife or any other use whereby the landowner is not using the seedlings in a commercial enterprise expecting to produce a product for sale or resale are taxable.
