  • Primary Goal: Provide a source of low interest financing which will encourage the use of specific best management practices which reduce or eliminate the impact of Agricultural Nonpoint Source (NPS) pollution to Virginia's waters. The goal of this program is to help reduce or eliminate pollution of state waters from the Commonwealth's agricultural operations.

Program Description and Requirements

Loan request will be accepted by Mr. Don Wanpler at DEQ. The interest rate is 3% per year. The term of the loan coincides with the life span of the practice.

To be eligible for the loan, the BMP practice must be included in a conservation plan approved by the local SWCD board. The minimum loan amount is $5,000 with no maximum limit. Eligible BMP's include 23 structural practices such as animal waste facilities, loafing lot management, and grazing land protection.

The loans will be administered through certain participation lending institutions.
