Foundation for Virginia's Natural Resources
The Foundation for Virginia’s Natural Resources (FVNR) was established by SB1141 (Hanger) in the 2005 session of the Virginia General Assembly. Its purpose is to diversify and increase support for non-regulatory programs that address environmental education, pollution prevention, and citizen monitoring of the environment. Another goal of the new foundation is to stimulate opportunities for citizen engagement in such programs.
The Board of Trustees is comprised of 13 citizens representing the major river basins in the Commonwealth plus the Secretary of Natural Resources and the Secretary of Agriculture and Forestry for a total of 15 Board members. Board members were appointed in November of 2005.
- The foundation's bylaws were adopted July 11, 2007.
- Code of Ethics and Accountability

Mission Statement
“Facilitate Natural Resource Philanthropy in Virginia”
Vision Statement
“We envision enhanced natural resource conservation for the Commonwealth, through complementary efforts by diverse sectors, collaborating, through a strategic, watershed-based approach.”
There is no specific State funding to carry out the mission of the new Foundation. We need to find support from diverse private and public sources.
We expect to engage the partnership and support of businesses, the philanthropy community, local governments, interested citizens, and other sources. In our planning and development process, we will identify incentives such as public recognition programs for contributions and participation in this initiative.
